Deputy Director, Emergency Management (up to 12 months)

We welcome applications from Indigenous Peoples, people from racialized communities, women, persons who live with disabilities, people from 2SLGBTQI+ communities and people with diverse identities.</p><p><br></p><p>In accordance with the Accessibility for Ontarians with Disabilities Act (AODA), accommodation will be provided throughout the recruitment process to applicants who live with disabilities.</p><p><br></p><p><strong>Number of Available positions:</strong></p><p>Vacancies: one (1)</p><p><br></p><p><strong>Deputy Director, DEM</strong></p><p>Reporting to the Director, Emergency Management, this position provides leadership to an inter disciplinary team; the Deputy Director ensures best practices are in place and that stakeholders, both internal and external, are consulted and working together to mitigate potential risks and are prepared to respond in the event of an emergency.</p><p><br></p><p><strong>The incumbent will:</strong></p><p>-Develop, implement, manage and evaluate the Region of Durham's comprehensive nuclear emergency management program</p><p>-Annually update the Nuclear Emergency Response Plan, Nuclear Emergency Support Functions, Standard Operating Procedures, Response Specific Instructions, Forms and Checklists</p><p>-Complete and update the Region's annual hazard identification and risk assessment</p><p>-Plan, develop and deliver multi-year training for the nuclear emergency management program</p><p>-Design, implement and evaluate exercises for the nuclear emergency management program</p><p>-Represent the Region at local, regional, provincial, federal and private sector training, meetings, events, working groups and committees</p><p>-Responds to emergencies in the Director's absence and coordinates emergency efforts with local, regional, provincial, federal, private sector and non-profit organizations</p><p>-Provide management and administrative oversight of the Regional Emergency Operations Center and serve as the Emergency Operations Center Director during activations and primary facilitator during multi-agency responses</p><p>-Manage budget, expenditures, procurements and assist the Director with the development of the annual departmental operation budget</p><p>-Serves as the Director of the Department in the Director's absence</p><p><br></p><p><strong>The successful applicant will possess:</strong></p><p>-A degree in emergency management, public administration, social sciences, sciences, business administration or a related discipline</p><p>-Senior level experience in emergency management</p><p>-Superior strategic planning, program management and leadership skills</p><p>-Exceptional technical knowledge of emergency operations centre management, nuclear emergency management plans and protective measures, including public alerting, evacuation, and the management and operation of offsite centres</p><p>-Exceptional technical knowledge in the areas of provincial and federal emergency management legislation, regulations, standards, plans and procedures</p><p>-Effective customer, interpersonal, problem solving, analytical and strategic thinking skills</p><p>-Experience developing and delivering training based on adult training concepts and methodologies, conducting exercises and drills, including workshops, table-top, functional and field exercises</p><p>-A comprehensive knowledge in public education and emergency communications</p><p>-Superior oral and written communication skills, organizational and time-management skills</p><p>-Demonstrated tact, diplomacy and the ability to work effectively in crisis situations, reacting to a wide spectrum of complex emergency situations</p><p><br></p><p><strong>Management & Exempt Salary Grade 8</strong></p><p>- Salary: $128,162 to $160,203 per annum</p><p><br></p><p><strong>Conditions of Employment</strong></p><p>All applicants are expected to comply with the Region of Durham's Code of Ethics and Code of Conduct Policies throughout the recruitment process.
